In response, Mr Ellis concluded that a five minute turnaround time
for each bus had been used to calculate the departure time for
supporters. He added that calculations had been carried out to determine
the number of bays required to provide a suitable turnaround of
supporters. The KEIOC report was then referred to regarding the impact on
local residents and how the transport facilities could be used by them
on matchdays.Mr Ellis reaffirmed his position that great consideration
had been taken regarding local residents in order to devise a strategy
that will allow people to Fifa 16 XBOX One Coins still carry out their day-to-day activities on a matchday.
He
conceded the football stadium would have an impact, but the key was to
ensuring local residents could still use services freely. The transport
expert was then questioned by the Inspector's assistant over his
calculations for the share of transport modes in response to Mr Ellis'
claim Park-and-Ride users were included in the 55% target for the
portion of the supporter-base using cars to get to the stadium. He added
that the key to the transport plan was the availability of transport
choice. The Inspector's Assistant, Andrew Pykett, then asked for greater
details of the section 106 agreement's restrictions.
Mr Ellis
explained that the transport strategy aims to provide sufficient modes
of transport to a suitable level and if Everton don't provide the modes,
then penalties will kick-in. These penalties mean that if Everton do
not abide by the travel plan the capacity for the stadium could be
restricted to 40,000 but that this was to be implemented in stages over a
three year period and that such an event was highly unlikely as the
factors cited in the section 106 would be in place in time for the
opening of the stadium.Mr Pykett then provided a scenario whereby if the
scheme fails to Fifa 16 PS4 Coins satisfy the agreement, what would happen if Everton had a fixture that would provide a full-house.
